Rep. Villarreal Passes Bill to Allow On-site Child Care for Small Businesses

Austin – Today the Texas House of Representatives approved House Bill 1385, legislation by State Representative Mike Villarreal to establish a regulatory framework for small businesses providing on-site child care for their employees' children.

"More families now have two working parents, and we need to help them meet their child care needs," noted Rep. Villarreal. "This bill is a win-win-win solution. Parents can support their families and pursue careers; small businesses can hire and retain valuable employees; and children are cared for in a safe place close to their parents."

The bill applies to businesses of fewer than 50 employees with on-site child care for no more than 12 children. It requires at least one qualified adult for every four children and establishes a number of other safeguards to be enforced by the Department of Family Protective Services (DFPS).  The legislation also streamlines the currently process by which these businesses receive DFPS approval.

Rep. Villarreal authored this legislation after listening to constituents who were frustrated by their inability to ensure high-quality, affordable care for their children during their work day. "I'm excited that we have found a solution to one of the child care problems facing many hard-working parents in San Antonio," stated Rep. Villarreal.

HB 1385 will now be delivered to the Senate for consideration.
